I've had that happen to me both as a blogger and a winner. I wait mine out as a winner but as a blogger try to do anything in my power to rectify the situation. It sucks either way but I would NEVER blacklist a blogger because the don't ship the prizes, that's the sponsor/pr/companies job! I hope it works out for both(or all 11)of you!
I have had it happen both ways. The one that I won the blog host is doing everything she can and I know that. It isn't her fault. But because she has been persistent I just recently received part of the prize and will be getting the rest next week. But I definitely did not fault her at all. Two months ago I won a Chili's eGC and never received it. Finally go back to the blog and turns out she picked another winner because my email didn't work once. Go figure:) And I had this happen last month with a winner who never got her prize. I emailed the company several times and finally cc'd the winner at the same time so they knew I was doing everything I could. Also wrote on the company FB page. That helped;) Needless to say, she got her prize! I say all that to let you know, we all go through it and it is not your fault. It sounds like the winner is not all that polite either. I know it gets frustrating but we can only do so much.
I've had a couple of companies who didn't fulfill their prizes and I've been on the receiving end of contests when I didn't get the prize. I've been dealing with a company for 3 months now that discontinued the prize in the middle of the giveaway, offered to send something else, and then never did. The rep quit and they sold the company. Sheesh. What a nightmare!
